Essential Functions
The Human Resources Manager reports directly to the Operations Officer / CFO and is responsible for providing human resources services to both church and school employees. The Human Resources Manager is responsible for designing and implementing human resource strategies, policies and programs that will enable Capital Christian Center (CCC) to achieve its mission and vision. The Human Resources Manager provides technical and administrative staff expertise and support on a variety of related issues including, but not limited to, the areas of Employee Recruitment and On-boarding, Employee Relations, Wage and Salary, Benefits, Leave Administration, Staff Development, Recruitment and Retention, Performance Management, Employment, Workplace Safety, Terminations etc. This position develops and implements human resources (HR) policies, programs and procedures to ensure accountability, equity and fairness throughout the organization and consistent compliance with all regulatory and accrediting agencies in addition to State and Federal legal requirements.

1. Human Resources Administration
• Develop and manage the implementation of HR strategies, programs, policies and procedures.
• Ensures that HR policies and procedures manuals are current, reflect the needs of the organization and are reviewed annually.
• Advise management and staff of required updates to policies and procedures as a result of changes in statutory regulations or laws and communicates, monitors and implements as needed.
• Provide leadership and direction on HR matters that pertain to the organization.
• Maintain knowledge and understanding of Federal and State labor laws to ensure compliance with all personnel related legal and regulatory requirements.
• Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
• Recruits, interviews, tests, and selects employees to fill vacant positions.
• Plans and conducts new employee orientation to foster positive attitude toward company goals.
• Advise, guide, counsel, and make recommendations regarding HR policies, objectives, operational procedures, statutory regulations/laws and compliance activities to all levels of staff.
• Assist staff in resolving employee relations issues including, but not limited to, involuntary termination, employee disciplinary action and grievances.
• Monitors all grievances to ensure timely and effective resolution of employee concerns.
• Develop and monitor compensation program, ensuring that it is consistently administered throughout the agency.
• Ensure that accurate, legally compliant, and criteria based job descriptions have been developed and kept current for each position.
• Assist management staff in revising and creating job descriptions when needed.
• Oversee the performance and salary review process for all staff.
• Develop and implement a criteria based performance evaluation system. Regularly monitor for effectiveness.
• Develop and implement a Recruitment and Retention plan to maintain adequate staffing level and retention of top talent.
• Responsible for all issues pertaining to workers compensation to include claims administration.
• Ensures complete and orderly personnel files and other HR records are always maintained in compliance with legal and agency standards. Assures the confidentiality of all personnel files and documentation.
• Attend and participate in CCC management and Leadership meetings as needed or requested.
• Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, sexual harassment, etc..
• Administers performance review program to ensure effectiveness, compliance, and equity within organization.
• Administers salary administration program to ensure compliance and equity within organization.
• Investigates accidents and prepares reports for insurance carrier.
• Manages all OSHA, Cal-OSHA and Safety Compliance policies, trainings and initiatives for the company.
• Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
• Represents organization at personnel-related hearings and investigations.
• Regular, predictable attendance is required.
• Ability to get along and work effectively with others.
• Works closely with the agency’s Finance department to develop program budgets and monitor monthly budget expenditures.
• Ensure timely submission of accurate time sheets and attendance reports, work related travel, expense and mileage reimbursement requests by staff.

2. Benefits Administration:
• Ensures that all Wage and Salary and Benefits programs are current, legally compliant, administered consistently and meet organization needs.
• Conduct an annual review of employee benefits plans.
• Plan and oversee annual benefits open enrollment period for employees.
• Coordinate timely enrollment and termination of employees and their dependents from benefit plans throughout the plan year.
• Oversee COBRA Administration

Qualifications and job requirements:

• Bachelor’s degree (B. A.) from four-year college or university in business or human resources; with at least or 5 or more years of progressive experience in an HR field or an equivalent combination of education and work experience is required. MA and PHR/SPHR strongly desired.
• Previous experience working in an organization with 100+ employees strongly desired.
• Knowledge of current human resources principles and practices, including Federal and State labor laws and regulations pertaining to wage, hours, benefits, EEO, ADA and workers compensation, etc. is required.
• Excellent people skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team.
